This is an excelent idea, we should have at least one for each continent, preferably one for each party size in each continent as suggested.
If we come up with a few suggestions I'll be more than willing to post the sites on my guild's forum so they can all spread the word too.

Once you get a place established, it will be very, very hard to get people to move somewhere else later on.

i think it's best to set the LFG hard mode stuff in ToA, or the other two places that have the God realms.

I suppose ANet could add more tabs to the party search function so that you could be much more specific when in a given town/area (mission/skill cap/vanquish/etc)

There is the "Hunting" option in the Party Search window. I've been using it, and only had one person request to join me on a Hunt/Vanquish.. A lvl4 Rt in Shing Jea. But I agree. The party search window is a cool idea, apart from 2 major flaws.
1. Your search options are very limited (in terms of functionality/ length of message)
2. People don't use it

The only way for Party Search to be ever useful is to actually make it useful.
Oh hey,Great!I can use this to see what other people want in other districts!
OWAITWHENWASTHELASTTIMEYOUSAWAMISSIONOUTPOSTWITH3+ DISTRICTS?NEVER?EXACTLY!
Oh hey, great!I can use it to trade!
OWAITWEREANETLULZWERTEHMAEKITONLYHEAV31CHARACTRSIM EANYOU'DUSEITOVRALLCHATANDTRADECCAHTAMIRITE?
Make Party Search Continent Wide, and increase the character limit. Then it would be actually worthy of use.

Must the community fix a problem that Anet has the ability to fix with a poor and underused (for good reason) feature?
Anet does a good job, but in so many areas that are appreciated by a small amount of people.
Challenge Mission ladder lol. I find that update quite funny, and Im sure people will get bored of the Hero's terribly AI and inabilty to deal with pets, fire magic, the inevitable spike that is coming after a shadow prison so use youre stupid RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GOing shielding hands you idiot, and how they just cannot use some skills, like BHA. My ranger died to a mind blast ele on the middle of a hill. Apply Poison and BHA and he couldnt daze the moron with no ability to move himself.
In fact I remember one time my monk ran out of a firestorm and meteor shower spot, and then ran back INTO it as i kited another AoE. Thats stupidity.
So umm, tangents ftw.

If party search wouldn't delete itself every time I move to a different outpost, I wouldn't QQ so much about it.

The problem with pugging in PvE is that there is no certain way of determining the merit of any pug that you pick up. As such, most players in this game aren't very good and without something concrete, be it even something so esoteric as lightbringer title or HA rank, its very difficult to differentiate pugs and so it leads to an overall bad experience for people who don't like to play with bad players.

I like the idea and wish we had a place where we all met to form a hard mode group because my guild is inactive currently but I wish to do the Guardian title track on all three continents.
I enjoy PUGs, for the most part (not always lol, but sometimes its just nice to play with humans over with AI, again). I'm not sure we'd have any trouble within this community as a group. It would be good if this happened that three places were chosen and it got a Sticky. Maybe not here, but a Sticky in each of the continent-based forums, so players going to those forums knew that a particular outpost or town was a place to go to meet people from the forums - specifically for hard mode - but it could be in general as well.
